as it is requesting for login details

Basically Telnet is only used for remote accessing the devices, is it also used in whether to check port is open or not?

When i open the packet tracer, the screen attached is coming, so should i have to sign up for this, without this i cannot use Packet Tracer?

yes you have to login in packet tracer using cisco ID or Skillsforall login which you can signup from your Gmail ID.
